This is all true but first at least remove the plug and look down there. Ok you did and the air filter isn"t full of crap,great. That appendage is a fuel pump and if you look closer it has a little lever for manual pumping or priming.It stands to reason that if the fuel pump actuating lever is sitting now on high side of cam you will not get the stroke required so rotate the crank. Afterwards you can get a good stroke and just perhaps it will suck to prime so the engine will at least warm up to a point you actually know what it wrong.Any crap or gell should be let out the carb drain or fuel lines before this of course.The pump must be primed with new gas.
