These pulling tractors use a centrifugal clutch. When idling, pullers can keep their foot depressed on the pedal to prevent tractor movement. Then as they throttle up, centrifugal forces associated with the increasing rpms of the pressure plate increase and act to squeeze the friction discs between the pressure plate and flywheel because normal springs just won't take harnessing all that high speed power. The centrifugal clutch actually forces the pedal out as the operator increases rpms. I'm sure someone can provide more detail on the intricacies involved as this is a basic explanation.
