OT. 1991 305 Olds Custom cruiser

I"m at my wits end here, I had a guy replace the head gasgets on my wifes garage sale wagon. $650 later it is worse than when he started. I need to get this thing out of my shop. As far as I know the head gasgets are ok but this thing don"t wanna run or should say stay running. I have.... Put in a new pick-up coil and ign. control modual in the distributor. New spark plugs and wires, just in case. Re-adjusted the valves Checked the compression and its at 140 to 150 lbs per cld. This is where I get lost and need help. It is a throttle body carb and it will not spray enough gas to make it run. It has 10-11 lbs fuel pressure. Is this the ECM bad or what and for that matter how would I know. It never has shown any service lights,warnings and each time I do anything to it I reset the ECM by disconecting the battery. Any imput appreciated, Richard
