There should be a line of icons across the top General, Privacy, Content, etc. One other thing to try. Open a Command window (from Start, pick Run, then enter the word "cmd" without the quotes in the input box labeled "Open:" and hit OK). When the command window opens type the following and press the Enter key: ping www.yahoo.com You should get a few replies. If that works there's something blocking it in your browser; if it doesn't work it's your firewall or hosts file.
