Do you have all the filters FILLED with fuel? Loosen them to see if fuel will spill out, needs to. Is there no hand pump on this tractor? If there is use it until you hear fuel spilling back into the tank. Once you get this condition the system will prime. You need to have the line and nuts loose (not off) at the injectors and not at the pump. Start cranking and after fuel spills at the injectors quickly tighten, wipe off spilled fuel and start. If you are still having trouble look for where air could be getting sucked into the system on the supply side of the pump. Once it cranks it will run rough but will settle down within a minute or so.
