Gas Tank Cleaning.. Did Muriatic, now what's next?

I had a gas tank full of nasties that was plugging in line filters quicker than politicians can raise taxes.. So, being the prudent practical type, got 3 gallons of muriatic acid at the local True Value, and soaked it for a day. Did the rotating thing to get all areas, tried the chain thing but discovered baffles in the way. Anyway, after draining it out, the tank looked great. I flushed and flushed it with clear water from the hose. Then let it dry in the hot sun. Now, alas, there is again rust , but this time just a fine layer. Would the next step be a phosphate acid treatment with no rinsing? I am trying to not use any sealers, as the tank is sound without leakage.(And of course, I am cheap!) Also, how many times do you think I could reuse the acid before it is useless? Then what should I do to dispose of it? Thanks for all the help!
