Chevy Pickup Brake Problem

I have a 1988 Chevy K2500 pickup and cannot get the rear brakes to work. I have replaced all the steel line back to and across the rear axle to each wheel cylinder. The right side rear will bleed fluid when I bleed it and the left rear will not bleed fluid at all. I jacked the rear axle up into the air and put truck in gear and found that neither sides brakes work when applied. Can the problem be in the master cylinder? The front brakes work fine. I dont know what to do now but to replace the master cylinder in the truck.
