1. Jack tractor up so tire is off ground. 2. Rotate tire so rack on axle is on top of axle. 3. Loosen 3 wedge bolts. 4. Tighten 2 jack screws. 5. Hit end of axle with sledge, 10-12 blows, re-tighten jack screws, repeat until wedge is pushed in @1/4". 6. Turn pinion bolt (star wheel) to move wheel and tire in or out to desired spacing. May have to strike wrench with hammer to get it to move due to dirt buildup in rack grooves. Note: Spray penetrating oil liberally around wedges, bolt heads, star wheel. Also wear eye protection and it is possible to peen the end of the axle.
