Oh yeah, I wait til they start to blossom and then chop with a shovel. Some years are worse than others but I find that after a few years a patch may nearly dissapear. Oh course I just get new patches somewhere eles. It is listed as a noxious weed here but the State does nothing about the ones in the highway right-of-way. Even bad boys are just as good as they can be
