First, the clutch pedal has to be up in order for the pump to work. Second, remove the inspection cover located under the tractor and behind the pump, take a look up in there and see if the coupler is in place. Also, the pump reservoir needs to have 6 quarts of motor oil in it. If it still doesn't work, you need to provide a few more details.
