Howard gem Rotary hoe

I have a orange walk behind Howard rotary hoe that is powered by a Kohler 4 stroke 8 hp motor. Motor wise it goes but I cannot engage the blades. I think the cable operated clutch lever has become detached from inside the gearbox as the lever has lost all its resistance. I am not sure what is broken and wondered if anyone knows what usually breaks and how easy it is to repair. Its about 20 years old but still going well and i don't want to take it to a shop and get ripped off as its not worth much but to me, that is all I can afford to do my garden with so i can feed my kids. I think it is a gem model
