It is a 1965 or later, if it has the squared off hood and a 3-cylinder engine. The 65-68's had a separate rectangular grill with a white insert covering the top 1/3 or so of the whole front area, on the 68's and later the grill was just one big rectangle. Depending on the type of PTO, the PTO turning even when disengaged, might not be too serious, the frictional drag of the oil in the system can let the shaft turn when disengaged with no load. I have seen that with a TLB set up to dig and the back end raised with the wheels off the ground on the outriggers, the rear wheels will sometimes turn even when the machine is not in gear, this is just the churning of the oil. But if it is a dry clutch PTO you might want to check the clutch adjustment. just my $0.02.
