Unless you have reason to believe the clutch has been destroyed, it is likely just rusted to the flywheel and/or pressure plate. Try blocking the pedal down for a few days. If that doesn't help it let go, do a whole site search on this site for "stuck clutch". I'm sure you'll get quite a few "hits" on how folks have jarred clutches loose on other tractors, and I would think your Iseki clutch would be similar to other brands people have had trouble with.
