Hello and Merry Christmas!. Sounds like you got yourself a dupont restoration, not a throughly gone through machine. Something like the steering problem should have been fixed because thats obviously not right. I'd say one of the valves has a leak and it's leaking oil back into the syestem instead of holding it when the steering wheel is kept straight. The whine could be it is the hydrolic pump and it's alittle low on oil, although thats usually a louder whine, it will make a quieter whine when it's cold out before the tractor gets warmed up when it's cold out, then the whine goes away. I've seen alot of tractors smoke alittle out the crankcase breather, so that wouldn't concern me as much as how well the engine cold starts. Local dealer would dyno test it for you for I think around $40, atleast thats what my local Case IH dealer charges. For the T/A, i've always heard to test that by trying both high and low in probably 2nd gear, and mash on the brakes, if it starts to instantly kill the engine, then its good if not, then it's not so good, and if it won't kill the engine at all, then it's bad. I think $10,000 is too high for anything less than about perfect to be honest with you. Your only looking at a 60-70hp tractor, and the 86 series were kinda big and I don't have a clue what it is you want to do, but perhaps you'd like a 684 or a 784 instead? as those were real nice utility tractors and definatly would fit in places a 686 would not and would give you the same hp.
