First thing is to make sure the engine is turning fast enough.... about 200 rpm. If it isn't, check all primiary connections, battery condition, and failing that, the starter condition. Could be a bad bushing or brushes, or even a loose ground post where it enters the brush carrier. Try wiggeling the post. If it moves, take the cable off and tighten the jamb nut.
Beyond that, there should be 2 cold starting aids on that engine. The first is the thermostart (intake manifold heater). You hold the key in a momentary position between the run and start positions for about 30 seconds and then crank the engine. If it doesn't start, then repeat again.
The other cold start aid is the cold start (excess fuel) button on the injection pump. Set the throttle at about 1/2, and then push the button in on the side of the pump. This will allow the pump to deliver maximum fuel until the engine starts. Pull the throttle down once the engine starts...... but allow it to still run.
Beyond that, a block heater is an excellent device to add if the tractor doesn't have one already. It will make starting considerably easier. I've found that the 6610's, along with all the other Ford's equipped with Minimec injection pumps are cranky cold starters. They will start cold, but need both the thermostart and the excess fuel. They've never started like the tractors with the rotary pumps. HTH.
