Reseating rear tires

Yesterday I was putting the rear tires back on the rims of a JD 520. The rims were freshly blasted and painted. Everything was going fine, I didn't even need any tools to slide the tires onto the rims. Tubes went in fine. Then I started to fill the tube to seat the tire beads. One part seated OK but the other part never slid all the onto the rim (it didn't shoulder to the outer lip of the rim). Neither the inside or the outside bead seated all the way around. I went up to 40 PSI but it wouldn't pop. Both rims did the same thing. The tires were well lubed with silicone. Any thoughts? I considered putting them on and driving a little?
