I'm not sure what brand of injection pump is on this particular perkins....but the same symptoms in a Roosa-Master etc...means that the injection pump needs to be rebuilt/replaced. Usually it is indicative of this when you open the bleed screw and the rpm's go back to the normal low setting. Also, if you "strain" the fuel coming from the timing window(if you loosen the 2 screws) while its running and catch some particulate matter that resembles a hard black rubber type material, that is the component of the injection pump that is failing.Not saying this is definitley the problem, but is a possibility....
