Farmall Cub problems????

I bought a farmall cub last year from a lady whose husband had passed on, said it ran fine, and it seemed to , for a while!!! Then it began to "flutter" like it wasn't getting enough fuel and it was running hot. I would run it a short while and it would shut down. Replaced radiator that was shot, put a new coil,new spark plugs, new points, also tore down engine to check for warped or cracked head or block, everything ok, replaced all gaskets and lower water hose. Ran fine. This year, it just doesn't have the power, when I try to mow with the 5' belly mower(level ground), after a short while (5-10 minutes) of mowing, it seems to lose power and wants to shut down, the only way I can keep it running is with
the choke all the way out! But then I don't have full throttle. Also, when I adjust the needle valve on the carb all the way in - it keeps running!!! It seems as if everything is backwards!! Also, I cleaned carb with air, replaced idle adjusting screw, needle valve and seat and I believe its called the idle jet tube. Any ideas or suggestions I would really appreciate, I'm not a mechanic and I'm stumped!!!!!! Grass is getting up near the Knees!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!HELP
Also, it has the International carb on it.
