Ford 800 Hydraulics

I have a Ford 800 and the hydraulics won't lift
until about 10 minutes after you start it when it
is cold. It has been like this ever since I got it.
I put a rebuild kit in the pump years ago, but it
didn't help.
What do you suggest?
