Let's try this again. I have a model 640 with similar symptoms. It was the unloading valve. This little valve sits in a cylinder and is polished to a fine finish, this is what makes the seal. It operates on a very small differential pressure and nothing works if this thing sticks. To get at it you should first get a shop manual,then a little nerve. You must remove the lift cover remove the valve and carefully polish the valve and the bore. If the valve or the bore is scored or badly rusted they can be replaced. I polised mine, tested with air and it has worked like a charm since. You may want to consider more frequent oil changes in you hydraulic system in the future.
