Bob, sure a starter full of oil and dirt can reduce its efficiency big time. I just clean them with about of whatever solvent I have around then blow dry them with the air gun. Trouble is, the oil gums up the commutator bars and leaves a film on them plus fills the cracks between the segments. To fix that right you gotta remove the brush assembly end cap and clean and sand commutator then reinstall brushes which can be a pain. I would first try and clean out with a spray solvent (Ive used carb cleaner) then wd 40 then blow and wipe dry and try it. John T
