Scalia, Thomas, O'Conner & Rehnquist voted against (the minority). Stevens wrote the majority opinion, O'Conner wrote the minority opinion. "The specter of condemnation hangs over all property. Nothing is to prevent the state from replacing any Motel 6 with a Ritz-Carlton, any home with a shopping mall, or any farm with a factory." Above quoted from Justice Sandra Day O'Conner's minority opinion. And it says it all. A very black day indeed for The United States of America. (my words)
