Have you tried using small squirt bottle of gasoline to add some extra gasoline to the carb intake while cranking? If adding a bit helps, then you may have a clogged fuel passage or two....the carb may need to be solvent dipped to clean them out. I agree with you that the electrical system seems to be working correctly as you get spark .... still not sure why having one plug out makes a difference.
