Hi Van, I'm not sure of the model of a surge pump I have, but it is a two cyl. pump. On mine there is a knob on top of the pump that you can push down to change the pump from a vacuum to a (well let's say) a compressor. If your's has a knob on the top try pushing on it, then release quickly, while it's running and see if you get a vacuum.. It's worth a try.. Other than that I don't know what to tell you..
