Just did this on a smaller basis, no heavy equipment... I pull the trees out of the ground with a winch, it takes a little work but you get the stump and most of the roots. If you are using heavy equipment to get the stuff out, then I would hire borrow or beg a large tractor with a deep moldboard plow, to turn over the soil and go as deep as you can. This will also pull up most of the odd roots, which can be dangerous if caught on the plow and up end the tractor.
If the soil is shallow add as much compost etc before doing the above. Also dont forget to throw around some 10-10-10 slow release that will help things in the future as well. A soil test is also a good idea, local ag extension does it for free. Then once it turned over then disk it to break up the clumps and then plow/rake/scrape it to get it relatively level. Low spots are not that bad since some things(like blueberries) like damper areas. Once this done in the future you can use a tiller, tillers only go 3-6 inches deep vs a plow goes 6 plus. Start a compost pile somewhere for leaves and other things. I only turn mine over once in the fall, I have a 1/4 acre to work with. I feel that any more than that pushes the worms out. Then in the spring I shred my fall compost pile right into the garden, level it out and plant. good luck. martin
