Had a similar problem about two weeks ago. The phone had background noise and we could hear a digital frequency as well when making calls. Called the phone company and they tested and found the problem to be theirs. A repairman came out a couple of days later and started by isolating the house. Then the line to the post and from there went to a panel about a mile from the house. He found that a wire in that panel was "Rubbing against another and grounding out". He replaced that wire and it has been fine since. We normaly log on at 50 to 53 kbps but when we had the wire problem it was down to 16 kbps when we could get on at all.
