A little electrical help please...

I have a JD301A (1530) that is not charging the battery. It is a diesel and the electrical system looks simple but I am not a whiz. All other gauges and the injectors are running fine but no charge. The battery voltage at rest is 12.48, when running 12.17. Normally when running it is at 13.66. Put a new voltage regulator in. Had the generator tested and they said it is ok. Checked all the circuits on there and they seem ok. I am wondering what I've missed. Maybe the generator really isn't ok. Can I test while running? What reading should I look for from the hot post to the field and ground posts? THe voltage regulator is a sealed unit. Do I need to repolarize generator? I tried running a screwdriver across the hot and ground posts and got a good spark. Don't know if I did it right. I would be grateful for the board's assistance here as it might take more than one posting. Regards...
