There are many more variables than just weather. Weather is the one you can't control. But you can control field drainage, delay planting and use a short season variety if available, grow a different crop, etc . Sure, you can plow gravel soil when it's waterlogged, but if you do that with the heavy red clay I have, it will compact so badly you'll need a D9 with a ripper to plant in it.
