Charging Problem

I have a ford 3910 England Made Tractor I know the battery is good and charged but the trac. wont turn over with the key. You turn the key and nothing happens but when you hook the battery cables up to the batery and bypass the starter syloind it starts and runs fine. The re is a relay switch that we think is the problm but we cant be sure. I put a test light on the sylenoid and we are getting power to it but not from it. Yall think it is the syleniiod that i s the problem. If so how can u test it? Thanks Daniel
