HELP-Dynahoe

HELP is the word, I think I have been stiched up with a Dynahoe I just bought.....1974 190-4 Dynahoe. Problems. No brakes. Not enough forward drive to hardly pull it's self along even in low ration. Max revs needed to get it to move at all. All advice needed happy to call anyone who can help me as well??? Charlie
