The tire manufacturers recommend liquid ballast. Most happily provide ballast weight charts. Tractor tires rotate very slowly and the inside of a tube is perfectly smooth... any sloshing would be academic and have no practical effect. Ballast is a safety issue... only an idiot would be concerned about compaction vs. his life. Hopefully your lack of common sense won't get anyone hurt.
