FAA 1949 farmall Super A , governor or carb?

Sent my carb off to Alpha Tractor and had it rebuilt. The tractor ran OK but thought I would do all I could to make it like new.I did not mess with the adjustments on the governor at all, I simply took the two rods off(choke and Governor) and unbolted the carb, got it back and cannot get any RPMS out of the motor at all unless I manually move the governor rod. When I move the throttle it does not make any difference. The only thing that was changed was the carb. Rods are back exactly as they were. Talked to the guys at Alpha and he said that if the throttle rod on the butterfly moves easy something is wrong with my governor but I did not mess with any thing on the governor, rods or otherwise.It almost acts like its working backwards. I had help from a guy who is no dummy on tractors(mostly fords) and we had no success. Any help(literature or your personal info) would be greatly appreciated.
