The over running clutch on the PTO lets the bush hog keep spinning but lets you stop the tractor. On the 8N and others, the PTO comes off the idler shaft in the transmission (which means its not "live" with a separate clutch from the engine). The idler shaft drives the output shaft of the transmission and propels the tractor even though the engine clutch has been released. The overrunning clutch drives the PTO but prevents torque transfer the other direction. If not using an overrunning clutch doesn't knock down fence posts, and you force the tractor to stop with the breaks, you likely will twist off the PTO shaft inside the tractor which then becomes a super pain ($$).
