Long tractor hard to start

Have a 350 Long with Fiat(I guess)3 cyl diesel engine that won't start unless I use starting fluid. It has a plug in the manifold air intake with a wire to it and it draws current. It is connected to the fuel bypass piping. This must be a starting device, but unlike glow plugs? Help!!
