I don't know about taking Oliver governors apart, but here is a 5 cent tour of governors. Governors are geared to some portion of the engine, usually the cam or the distributor. They use a system of weights, springs and linkages to maintain the engine speed at the "set point" determined by the throttle setting. As increased load slows the engine down, the governor will react by opening the throttle until engine RPM returns to "set point". There are usually adjustments on the governor to determine idle and maximum rpm.
