Joe you will have to check several things #1 make sure the carb bolts are tight where it hooks on manlfold and that manifold bolts are tight at head also no holes or leak in the manifold itself #2 there is a enrichment srew in the bottom of carb. the best that I can remember is screw it in till it runs rough and then screw it out until it runs rough and then set it half way between the two places. also a burn't vale can cause this. My advice is don't tamper with a governor unless you have experence or have had schooling on them!!! Good luck. ( Oh yes and a compression check would tell you about the valve).
