Chances are your governor is working just fine. You said that this will be the first year to use as a lawn mower. I myself use a Cub with a 42" Woods belly mower. First how big is your mower it could be too big. Too small is always better than too big. Second you have to understand how much power it takes to start those mowers from a standstill. It is not going to run like it did before with nothing on it I will guarantee you that. It is probably something you are going to have to get familiar with. To answer your question though your governor is to provide extra power in small increments when the engine gets overloaded or in a pull. it is not designed to compensate for the difference of running your mower from a dead standstill to normal operating speed for idle. If you let your clutch out very slow at a idle it should be able to start your mower. If not it is either too big a mower or you need some adjusting. Bottom line don't expect your governor to work all the time you are running your mower to give you the extra power just to bring it up to where you think it should be when nothing is attached and running. If you do that you will need not only a governor rebuild, but a engine rebuild too. Sorry so long winded. Get back with mower size. Probably shouldn't be over 60" for a A. Bill {Antique Acres}
