The differential lock has three positions. When the lever is in the differential lock is off. When it is pulled out all-the-way (and not turned 90 degrees) the differential lock is on continually. When you have the differential lock pulled out just far enough to turn the lever 90 degrees; then, the differential lock will only engage if the front wheels are turned less than 10 degrees right or left. This allows you to steer the tractor while having the differential lock engaged. Sometimes to engage the differential lock, it is necessary to pull the lever all-the-way out first, then bring it back in and turn it.
The differential lock on Belarus tractors is something similar to a clutch that is hydraulically engaged. The hydraulic unit is situated on top of the power steering unitin the front of the tractor. The lever you pull is connected to a cable which turns a little wheel which controls the valve responsible for engaging the differential lock.
It may be possible that the cable is out of adjustment, or the discs in the actual locking mechanism (located in the same housing as the left brake) have worn out.
The best way to test if the diff. lock is working at all would be to pull the lever out all tha way (holding it in this position) and try and see if you could steer the tractor.
