Hi, KEISTER.
Possibly the quickest way to tell if your turbo is working is to look at the exhaust output while you have the tractor under load. If the turbo is not working there is highly likely to be a tell-tale large and persistant cloud of BLACK smoke coming out of the exhaust.

This happens when the turbo is NOT packing in the extra air needed to burn all the fuel injected on each firing stroke. The black smoke is unburnt fuel.

You can see a shining example of this if you watch the exhaust of a turbo-ed truck as it takes off from a set of lights. Because it has been idling for a minute or two, the turbo has lost speed and is not providing anything like full boost.

As the truck takes off, the throttle is opened and more fuel is supplied to each cylinder but it takes the turbo a few moments to build up to full boost again. For those few moments, a lot of the extra fuel is unburnt and is exhausted as black smoke. Once the turbo gets up toward full boost again the black smoke decreases and fades away.
