Ag zoning or not, you need whatever permits are required for a residence. It's essentialy a small house in or attatched to a large garage. So it has to meet code for same. They also may add school fees to the permit for a residence, but not a shop. I had to write two paragraphs on why I needed a a shower in the shop bathroom, and I couldn't have an "office". because that's associated with a business. But I could have a "storeroom". My plans are stamped "No Occupancy". And your 40 x 60 will be too small for all you plan to do.
