markct, On my #12 Dempster mill, when the wind gets too strong, the wheel turns away from the wind, folding the tail, and applying a brake to slow things down. If everything is in order, that's what is supposed to keep the mill from turning when you shut it down. Most of the old ones you see today have the brake worn out, so they turn even with the tail folded. Hope this helps, Terry H
