With a standard PTO, when you push in the clutch, the pto stops, and if you have it in gear as in mowing with a rotary mower, the momentum of the mower will keep pushing the tractor, and also cause a lot of strain on the drive train if you try to stoptoo quick with the brakes. Some use the double clutch you described, which helps. Also, an independent PTO canbe turned on or of without using the clutch, and the clutch can be used to stop or shift gears without affecting the PTO. Much handier for most uses, especially when mowing. An overrunning clutch helps in that it lets the pto coast to a stop when you stop the tractor.
