Kinda depends on what you mean by rough. If it just needs paint (and tires and a starter... will it pull start?) I would expect it to bring $2000 - $2500 (if not more, good running Jubilee/NAAs typically won't sell for less than $3500). If it's missing 'other pieces' and won't run at all, then it really just depends on how much will need to be replaced and/or renovated. I do agree with the earlier comment of not being able to get it for less than ~$1000, (pretty much) regardless of condition. Also, you might post the question on the 'N' board... they cover NAA's there, too...
