When I was a District Equipment Manager for a farm equipment manufacturer, I noticed that dealers with an attitude problem usually were on the way out of the business. They probably don't have the parts because they can't afford to pay for them and are on COD with the manufacturer. When customers complained about a dealer not having, or getting parts, I told them the truth and told them what dealers did have the parts in stock, or would get them quickly. When a dealer gets in financial trouble, they do really dumb and stupid things!
