another problem is the cops often don't have a clue. buddy lived across from a big job site and one Sun saw a lowboy roll in, guy jump out, fire up a backhoe and put it on from the side, toss on a chain and buzz off, no big deal, maybe a little "charity work". Couple of days later a cop came by and asked if he had seen anybody messing with a bulldozer, he immediatly thought maybe a couple of kids playing around the site and said no couldn't think of anybody. much later somebody said somebody stole a hoe from such at this job site, and the light went on over his head, "I saw the guy steal it!"
