Not sure what that line is, one of those things I'm sure is there for a reason. I went through that on a 2090. Had to go back and replace it. Checked my book again and it says (for those readings) "orface valve stuck partially open" or " stuck evaporator pressure regulator valve". Don't recall a 1070 having anything but the orface valve. Freon (R12) reacts with moisture to for a powerful organic acid which will corrode that valve.
