i wouldnt put any thought into it,unless it was a tractor that i knew the history of,like for example my grandfathers tractor has only 900 and something hours on it and i know that is pretty close to right because it has had the tach hooked up except for a few months at once. however i know that there are tractors out there which have probably not had the tach working for the past 40 years,so it may say that it has 900 hours but it may have more like 10,000 hours on it,or the hour meter could be on its second or third time around,i would look at the overall condition of the tractor and how it sounds running,oil pressure, etc more than i would the hour meter
