If you check your throttle linkage you will see an electric solenoid located at the forward area of the engine. This solenoid will extend when 12v is applied resulting in a slight increase of RPM. When key switch is turned off this solenoid will retract and allow fuel shut-off.You obviously have lost 12v to this solenoid or it is out of adjustment.You can check it with a test light,very simple operation,comes hot when you turn the key on(black wire?).
