Ferris Mower

This is not a tractor question but I do have a tractor. I have a Ferris Commerical 48 inch cut hydrostatic drive walk behind lawnmower. When conditions get real dusty, the front castors will freeze up. The castors simply will not spin and the thing gets impossible to turn. The only remedy is to take them out, wash the shaft and hole off with gasoline and grease them real good. Very aggravating!! The local Ferris dealer doesn't seem to care. Suggested sanding the shaft, but did not offer to help. My sanding on those shafts will not be accurate. I keep hoping wear will take care of it. The inside of the boring is lined with a hard black liner. Don't know the material. Any suggestions?
