On early B's and A's, there was a rigid pipe running from the governor housing to the valve cover. It was for conveying oil to the rocker arm assembly. There is a trough mounted on the inside of the cover for distributing the oil. On later models, the oil delivery tube was internal. I don't think the valve cover had openings other than for engine ventilation to the atmosphere.
